Deployment Instructions

Download or copy the generated mod-list.json.
Place it in the server's mods directory: ~/.factorio/mods/mod-list.json (Linux) or %AppData%\Factorio\mods\mod-list.json (Windows).
Ensure the actual .zip files for all listed mods are present in the same mods directory.
The server will load only mods with "enabled": true.
All players must have the same mods and versions installed to join.
