How it works
server.properties is loaded by the Minecraft server at startup. It lives in the server's root directory alongside server.jar.
Booleans use lowercase true / false. Values with spaces are not quoted. Each line is key=value.
Changes only take effect when the server is (re)started. Reference: Minecraft Wiki — server.properties.
