The Admin Config File
All admin accounts are defined in one file:
cstrike/addons/amxmodx/configs/users.ini
Open it in any text editor. The file has comments at the top explaining the format — you can leave those in place and add your entries below them.
Entry Format
Each line defines one admin account:
"STEAM_0:0:12345678" "" "abcdefghijklmnopqrstu" "ce"
The four fields are:
- Steam ID — in
STEAM_0:X:XXXXXXXformat (not SteamID64) - Password — blank when using Steam ID authentication (recommended)
- Access flags — which commands this admin can use
- Account flags — how AMX authenticates the account
Account Flags
The last field controls authentication:
ce— authenticate by Steam ID, no password required (use this for trusted admins)a— authenticate by password only (avoid — passwords can be sniffed)de— authenticate by Steam ID, password also required (extra security for high-privilege accounts)
Use ce for standard admin accounts. It means: "this is a registered account (e) and authenticate by client name/Steam ID (c)."
Access Flags
The third field is a string of letters where each letter grants a specific permission:

Common Access Flag Bundles
Full admin — can do everything:
"STEAM_0:0:12345678" "" "abcdefghijklmnopqrstu" "ce"
Moderator — kick, ban, slay, map, cvar, chat, vote:
"STEAM_0:0:12345678" "" "abcdefghijm" "ce"
Basic helper — kick only:
"STEAM_0:0:12345678" "" "a" "ce"
Finding Steam IDs
You need the STEAM_0:X:XXXXXXX format, not the SteamID64 number.
The fastest method: connect to your own server and type status in the CS 1.6 client console. The output lists all connected players with their Steam IDs in the correct format.
Alternatively, use steamidfinder.com — enter a Steam profile URL and it converts to the old format.
Apply Changes Without Restarting
After editing users.ini, run this in the server console:
amx_reloadadmins
The changes take effect immediately. No restart needed.
In-Game Admin Commands
Once an admin connects, they can use these commands in the console or by typing in chat with /:
amx_kick "PlayerName" "Reason"
amx_ban "PlayerName" 60 "Reason" // 60-minute ban
amx_ban "PlayerName" 0 "Reason" // permanent ban
amx_slay "PlayerName"
amx_slap "PlayerName" 10 // slap for 10 damage
amx_map de_dust2
amx_say "Server announcement" // message to all players
amx_chat "Message to other admins" // admin-only chat
