GMod ULX/ULIB Hierarchy Builder

Build a full ULX group hierarchy with inheritance chains and per-command permission toggles. Exports both ulx_groups.txt and ulib_users.txt — copy each to garrysmod/data/ulx/ on your server.

Note: The ULX Groups builder generates basic group config. This tool adds full hierarchy editing, inheritance chains, and dual-file export.
